The objective of this research plan is to analyze what the international comparative studies such as PISA have given to rise to with regard to education policy reforms in Germany and Sweden. With regard to research on teachers and changes in the education landscape, considerable research has been carried out in both countries. What differentiates my proposed study from earlier Swedish studies is my focus on not only the political parties but on other actors as well. My theoretical point of departure is also different, as I want to study the process with the help of policy borrowing. In other words, my project will enrich the research that already exists in this field. The study?s data will consist of official material from the governments of the two countries. Material from teachers? associations will also be included in the analysis. A German colleague and I have begun an inventory of the subject matter by carrying out a media analysis of the discussions that have taken place as a result of the PISA measurements. From a methodological point of view, the study will be a comparative one. It will analyze the ideas and concepts about reform work discussed in Sweden and Germany. In 2006, I was a guest researcher at Westfälische Wilhelms-Universität in Münster, Germany. Within the framework of this project, I will continue to collaborate with researchers at the university in Münster.
