The main purpose of the proposed project is to investigate citizens´ and patients´ opportunities for taking part in decision-making in healthcare, as well as and citizens´ and patients´ preferences in this matter. In Sweden, these preferences are not known. As I show in my PhD thesis, recent trends in healthcare governance implies a great challenge to local democratic procedures and citizen participation in Sweden. Empowerment is nowadays almost synonymous to patient choice. But how are citizens empowered? A fundamental idea of this project is that patients and citizens may have different interests on prioritizing for instance; being patient is just one citizen role. A comparison between Sweden and the UK constitutes the core of this project. Based on a theoretical citizen and patient participation model I develop as a first step, I will compare policy changes as well as the preferences of patients and citizens in Sweden and the UK by sending out a survey. I will use the method of making discrete choice experiments/models parallel with traditional survey method. The project will contribute to the research area of patient and public participation in healthcare, both theoretically and empirically. In addition, it has policy implications for how to organize participation in healthcare in order to enhance the healthcare system´s legitimacy and to reach objectives of public health. The project combines perspectives of political science and public health.
