Central collective agreements

Central collective agreements are agreements that within the governmental agencies are negotiated between The Swedish Agency for Government Employers (SAGE) and the employee organisations. SAGE is the governmental employer organisation while Saco-S, OFR/S, P, O and SEKO are the employee organisation parties.

The central agreements* that regulate the general conditions for employees at Uppsala University are Conditional Agreement [Villkorsavtal], Conditional Agreement-T [Villkorsavtal-T] and Manager Agreement [Chefsavtal]. The Manager agreement regulates conditions for managers who are part of the university’s local managerial group.

The Conditional agreement is composed in two versions, Conditional Agreement negotiated between SAGE and OFR/S, P, O together, and with SEKO. This agreement is valid during a fixed term. Conditional Agreement-T is an agreement that applies until further notice and that is negotiated between SAGE and Saco-S.

The central agreements are regularly re-negotiated, resulting in a new RALS – a frame for salaries etc. for employees within the governmental sector. The agreement with Saco-S is now valid until further notice and is termed RALS-T, the T denoting until further notice [tillsvidare].

* The agreements apply to the majority of governmental employees in Sweden.
